We had the privilege of meeting Christopher Johnson who manages the Development Assistance Center. The department was design to be a 1 stop shop for potential developers. The department typically sees 500 walk-ins per week. People get a good idea of what if any hurdles or permits they will need to go forward with their potential development projects.
Mr. Leon Barba the Assistant Director of Inspections stated that the city is somewhat permit driven. I was surprised that the city of Austin requires a permit to install ceiling fans. The city permit fees generate millions however the city is more concerned with decreasing overall life safety issues as the money they generate does not cover the departments overall operating expenses.
The city charges lower fees to develop projects in desired locations and increase fees as much as 50% to discourage developing in undesired areas. Residential inspections have the highest inspection failure rate at 25% and in the past as much as 45%. Commercial properties have significantly lower failure rates at a mere 15%.
Mr. Richard Morgan discussed the Green Building Program. Leed and the Green Building Program have two seperate rating systems. Today any affordable housing has to get a green energy rating. Although single family residences are thought to have the least impact they are the easiest to make aware of green energy programs. Obviously developers and designers are fully aware but small businesses are the hardest to reach.
